A plug-in circuit breaker is designed to be easily plugged into a panelboard or load centre, while a standard circuit breaker is hard-wired into the electrical system.
The appropriate size of plug-in circuit breaker for your application depends on the amperage & voltage of the circuit, the type of load being powered and the length & gauge of the wires.
To test a plug-in circuit breaker, use a multimeter to check for continuity and proper voltage levels.
